Dr. Anna Kowalczuk, PharmD, PhD, DSc - President of the Medical Research Agency
Healthcare expert. Manager with nearly 20 years’ experience in the pharmaceutical sector. She has extensive knowledge of how the health system works, as well as experience in building intersectoral relationships and implementing development strategies.
She graduated in pharmacy from the Medical University of Warsaw and completed postgraduate studies in management and Executive Master of Business Administration (EMBA) at the University of Warsaw.
She was a research intern at the US National Center for Natural Products Research and the University of Mississippi in 2011–2012.
In 2024, she was awarded a postdoctoral degree in medical and health sciences.
From 2 September 2024 to 22 March 2026, she served as Deputy President of the Agency for Health Technology Assessment and Tariff System.
From 2017 to 2022, she was the Director of the National Medicines Institute.
She has authored numerous scientific articles in national and international journals, as well as postgraduate programmes. She has served as an expert at scientific conferences, a panellist in many debates, and a lecturer.

- Commission for Medicinal Products to the President of the URPLWMiPB (Office for Registration of Medicinal Products, Medical Devices and Biocidal Products);
- Team for Active Pharmaceutical Substances at the Ministry of Development, Labour and Technology;
- Scientific Council of the Institute of Physiology and Pathology of Hearing;
- Scientific Council of the National Institute of Geriatrics, Rheumatology and Rehabilitation;
- European Pharmacopoeia Commission: Herbal Drugs and Herbal Drug Products;
- Advisory Groups of the European Directorate for the Quality of Medicines in Strasbourg: EDQM Advisory Group CAP and EDQM Communication Working Group;
- Management Group of National Competent Authority Pricing & Reimbursement (NCAPR);
- Task Force for Supporting Digitalisation in Healthcare – leader of the working group on the implementation and reimbursement of digital medical devices;
- National Council of Cardiology.
